Evaluation of Knowledge Stations: bridging the digital divide: a study,  March 2004
 

The Project Management Unit of the Knowledge Stations (KS) Project at the National Information Technology Center conducted a study on the evaluation of the Knowledge Stations in 2004 to find out the weaknesses and strengths of the project and how it impacted the community. The number of KS that were involved in the evaluation study was 54 KS. The number of questionnaires that were filled and returned were 2540 questionnaires. The study concentrated on four dimensions; training, impact of KS on administrative development, effectiveness of marketing on turnout rate and role of KS on production. The findings of the study and recommendations included the following:1111111111111


      
*   88% of KS have defined the needs of their clientele.
  
*      53% of the people involved in KS believe that KS is useful in affecting change in the community.
  
76% of trainees are satisfied with the services of the KS.

Jordanian Legislation System

 

The Jordanian Legislation System was recently developed by the National Information Technology Centre with the cooperation of the related institutions. This comprehensive system is part of the National Information System and comprises all Jordanian Legislations issued since 1921 (Constitutions, Laws, Bylaws, Agreements, Principles, Explanations) along with all their modifications. The original versions are available for access. As it has been the policy of NITC to keep up with the latest developments of IT, the development team at NITC has developed a new interface for the Jordanian Legislations System. Based on J2EE technology, the new interface provides faster retrieval time and is user-friendly. Querying is done by using either the legislation number/year, or by free text search.

Meetings and Conferences

 

 

Consultancy Visit to Damascus, 18-20 April,2004
 

Dr. Yousef Nusseir paid a visit to the Syrian Ministry of Communication and Technology upon an invitation from the Syrian Minister, from 18-20 April, 2004. The aim of the visit was to advise the Syrian Government on programs related to establishing data centers and IT application services and discuss with the Syrian counterpart the Jordanian experience in this field.

 

ICT in Socio-Economic Development, ESCWA, Beirut, 29-30 April, 2004.

 

NITC participated in the meeting that was held in ESCWA in Beirut from 29-30, April, 2004 to discuss “ICT in Socio-Economic Development”. Several relevant programs were presented and discussed. Towards the end of the meeting, participants recommended the establishment of an Arab center to manage the transfer of goods between member countries.

 

UNESCO Intergovernmental Council for Information for all, Paris, 4-6 May, 2004
 

NITC participated as an observer in the third session of UNESCO,s Intergovernmental Council for Information for All Program which was held at UNESCO headquarter in Paris, from 4-6 May, 2004. Dr. Yousef Nusseir, Director General of NITC was nominated by NATCOM in Jordan, in his capacity as chairman of IFTAP National Committee to attend the meeting. The meeting was about promotion and use of multilingualism and universal access to cyberspace and the Charter on the preservation of the digital heritage as well as the activities of the National IFAP Committees and IFAP special fund. The thematic debate was on “Harnessing ICTs for Education” and Policy guidelines for the development and promotion of public domain information.


Round Table Preliminary Regional Meeting for WISIS, Beirut, ESCWA, 21-22 June, 2004

 

NITC participated in the round table preliminary meeting at ESCWA, in Beirut from 21-22 June, 2004, in preparation for the next WSIS meeting which will be held in Tunisia, 2005. The meeting also was for the coming preliminary regional summit that will be held in Damascus from 22-23, November, 2004. The meeting was about Strategies and Work Plans for Building Information Societies in West Asia.

 

The Operation Centre is considered the nucleus of the Government Security Network for the E-Government initiative which includes, in phase one, the following organizations:

 

  • The Prime Ministry

  • Ministry of Finance

  • Ministry of Planning and International Relations

  • Ministry of Industry and Trade

  • Ministry of Information and Communication Technology

 

To provide the organizations with email service, the organizations were connected with the Operation Centre via 2mb/sec. communication channel. The general aim is to widen the scope of the service and use new applications, as more organizations participate in the E-Government project.

Labor Sector Information Coordination Committee

 

The Labor Sector Information Coordination Committee in the labor subnetwork, held fifteen meetings in 2003. The meetings were mainly concerned with discussing the following elements in labor information service:

-         Integration, comprehensiveness, timeliness and reliability of Labor information.

-         Strengthening coordination in the labor sector information generation organizations.

-         Facilitate labor information accessibility to users.

-         Ensure a user-friendly procedure for services provided by the labor sector to the citizen. Two desks will be set up for this purpose:

1.      Laborers complaints desk.

2.      Training applications desk.


Staff in the Ministry of Labor was trained on the new computerized procedure for laborers complaints desk. Training was provided by the National Information Technology Centre.

The same training will be given, in future, to special staff members in the Social Security Organization and the Civil Service Bureau who both deal with labor complaints. The procedure for applying to training in the Civil Service Bureau is being designed and developed by a technical task force at the National Information Technology Centre. It will be ready in March 2004.
